Recently, the Ministry of Ecology and Environment, the Ministry of Industry and Information Technology and the Health Commission jointly issued a list of 18 chemicals under priority Control (The Second Batch)
"List" contains: such as benzene and o-toluidine determine human carcinogen, total acid (PFOA) and dioxin and other persistent organic pollutants (pops), benzo [a] pyrene polycyclic aromatic substances, such as thallium and thallium compounds such as heavy metal material etc, involving petrochemical, plastics, rubber, pharmaceutical, textile, dye, leather, electroplating, non-ferrous metal smelting, mining and other industries.
These chemicals generally have two characteristics. One is that they are widely used in China or detected in environmental media, with high potential environmental exposure.
Second, the inherent harm is greater.
The list focuses on selecting chemicals that should be subject to environmental risk control in order to achieve two main objectives: first, to serve as an "engine" for the management of environmental risks for toxic and harmful pollutants in water, gas and soil.
Second, to promote the public and relevant enterprises to fully understand the environmental and health hazards of the chemicals produced and used, and to enhance the awareness and level of environmental risk management of chemicals.
The list provides options for possible environmental risk management measures, including the implementation of environmental risk management by including hazardous atmospheric/water pollutants in accordance with the law and soil toxic and hazardous substances in key control areas;
Implement cleaner production audit and information disclosure in accordance with the law;
In accordance with the relevant mandatory standards of the State and the Catalogue of Substitutes for Toxic and harmful Raw Materials (Products) encouraged by the State, the use of the corresponding chemicals shall be restricted or substitution measures shall be encouraged.
At the end of 2017, the former Ministry of Environmental Protection issued a list of chemicals under priority Control (The First Batch), which includes 22 categories of chemicals, including 1, 3-butadiene, short-chain chlorinated paraffins, dichloromethane and formaldehyde.
